Sarah Lucas ’92

Global Lead for the Data on Demand Initiative

Sarah serves as the Global Lead for the Data on Demand initiative at IDinsight. Data on Demand enables public sector decision-makers to use timely, high-quality, data-driven insights to improve decisions and outcomes for people. Sarah leads the global team working to expand the scope and impact of Data on Demand in Africa, Southeast Asia and India.

Prior to IDinsight, Sarah served as a program officer for Evidence-Informed Policymaking at the William and Flora Hewlett Foundation where she led strategy and managed a portfolio of $180 million of grants to support better use of data and evidence by governments in East and West Africa. Previously Sarah worked at the Millennium Challenge Corporation (MCC), a U.S. government agency designed to integrate data and evidence into all major policy and program decisions. At MCC Sarah served in a number of roles including as MCC’s Country Team Lead for Liberia and as senior policy adviser representing MCC in a number of government-wide initiatives to advance the President’s global development policy. Prior to MCC, Sarah worked with the Center for Global Development (CGD) where she led strategy to make CGD research influential for legislative and executive branch policy makers, advocacy groups, and the general public. Sarah has traveled and conducted policy analysis throughout Africa and Central America, and worked for over three years with local NGOs in southern Mexico.

Sarah graduated Phi Beta Kappa from Wellesley College with a degree in Latin American Studies, with concentrations in Political Science and Spanish. She holds a masters degree in Public Policy with a concentration in Political and Economic Development from the John F. Kennedy School of Government at Harvard University. Sarah is a board member for Sunbird AI in Uganda and serves as chair of the Ambassadors Council at the Albright Institute for Global Affairs at Wellesley College.
